After a vain attempt to check the progress of the flames, he converted his private gardens into shelters for the homeless and hastened the transport of grain supplies to feed the destitute.
His energy in alleviating suffering did not spare him from the rumor that he started the fire in order to acquire the glory of building a new and more beautiful Rome.
