Pluralism abolished, annates ended, tithe and church tax and right to decide don gratuit ended, church assemblies abolished, nationalised, take over church funding and property (2 Nov 1789), full citizenship of Protestants (Dec 1789)

12 July 1790- Church reorganisation. Diocese boundaries redrawn (decreased number)- every departement have 1 bishop, clergymen paid state officials, bishops and priests elected Church subservient to state. Dec 1790- Louis accepted

What was the Oath to the Civil Constitution of the Clergy

Doubts that Church supported CCOTC 27 Nov 1790- all clergy shall swear to it- deprived of office balances if not. 7/160 bishops sweared. 55% parish priests. Apr 1791- Pope issued papal bull against it. Suspended anyone who took oath. Assembly occupied Avignon (Popeā€™s land). Nov 1791 all non- juring priests were CR. Income stopped- forbidden from religious buildings

Apr 1792- religious dress banned

May 1792- could be deported

Clergy fled abroad. Ppl thought Assembly was trying to change religion. Fear of eternal damnation > revolution. CCOTC destroyed national unity

Nov 1787- old provinces abolished. 83 departements, divided into distincts, divided into communes. Each departement have elected council of 36. They appoint directorate of 8- DECENTRALISATION

However, income qualifications- propertied and educated bourgeoisie occupied government- rural communes could not fill seats. These collected taxes

changes between Oct 1789-Aug 1790 in accordance to Dec Rights of Man. JPā€™s hear minor cases in each canton (group of communes). District courts deal with more sever cases. Each departement have court for criminal cases. Single central high court: tribunal de cassation. Every accused person judged within 24 hrs. Cannot seize property

What changed about fiscal policies

Dec 1789- Assembly start issuing assignats. Purchases gave money to government and got Church land when it became available. Excessive printing caused inflation. Despite August Decrees wanted to keep a lot of the taxes. Planned that, in 1791, no taille or vingteime, but new taxes.
