Censure
A formal statement of disapproval adopted by a majority vote in either the House or Senate.
Bill Process in House

A population count conducted every 10 years that affects the number of representatives in the House.
Gerrymandering
The manipulation of district boundaries by legislators to favor one party.

Party members who help organize votes, maintain discipline, and persuade members.
Quorum
The minimum number of members needed to conduct official business; in the House, it is 218 members.
Library of Congress
The official research library of the U.S. Congress, serving as a resource for lawmakers and the public.
Committees
Smaller groups within Congress that review, amend, and decide on specific legislation.
Constituents
The residents and voters that elected officials represent in Congress.
Filibuster
Unlimited debate in the Senate that can be stopped with a cloture vote.
VP's role in Senate
Votes to break a tie but does not debate; not an elected member.
Pro tempore
A senior senator from the majority party who leads the Senate in place of the VP.
