Tactics Scenarios (NT Traffic Stop, Ped-Stop, Prowler, 211 in Progress, Ambush, Building Search, Deadly Force)

Night Time Traffic Stop

1. Run DMV wants and warrants: “17A1, requesting a DMV wants and warrants on play ABC123”

2. Show on traffic stop: “17A1, stop me at a traffic stop at location”

3. Light up car: turn on lights, take down light, high beams, driver spot light on driver mirror.

4. Exit car and turn wheel to the left

5. Approach car with flash light: quietly close car door, touch the trunk, and search the car while approaching

6. 7 step traffic stop: 1. greeting. 2. Introduce self 3. The reason I stopped you 4. Is there any legal justification? 5. Without reaching, where do you keep your Drivers L. 6. Without reaching for it where do you keep your reg and insurance, please give me the info? 7. Warn cite, or arrest. 8. Thank you for your cooperation.

7. Ask if they need help getting back into traffic.

8. Walk back to car safely and wait for partner.

Ped-Stop

1. Show in route (discuss tactics, contact cover, lethal, intermediary)

2. code 6 at location

3. Turn on lights. Exit car and stand behind b-pillar.

4. give ped stop commands (drop item(s), turn away, hand out of pockets. hands up, higher, lock out your elbows, spread fingers… etc.

5. approach and handcuff

6. turn away from partner or communicate to partner.

7. move to passenger side of car

8. ask if on parole or probation

9. ask where id is located

10. run code 10 with FI

11. investigate: ask for additional unit to watch body while you contact PR and investigate.

12. If arresting, ask partner to prep back seat for contraband and seatbelt.

13. Double lock cuffs and take into custody.

14. If you need to, give 10.10 and close with PR.

Prowler

1. show in en route

2. code 6

3. park at an appropriate distance

4. make approach

5. confirm possible 459 suspect or prowler

6. communicate info to partner (susp description, weapons seen, where we need units for containment.

7. partner radios or airship, back up, and supervisor. asks for units at specific locations for containment.

8. make commands

9. redeploy

10. down to knees

11. take into custody

12. ask what they are doing there, try to contact building owner, canvas for witness, cameras, evidence.

13. If arresting, conduct an incident to arrest search, transport properly

Ambush

1. Assess where shots are coming from

2. Unholster and return fire

3. First broadcast- "3A33 Officer needs help. Shots fired at (academy & tactical, above the parking, garage, etc)"

4. Second broadcast- last known location of suspect (for reference house in culdesac 12020 academy is northbound), direction suspect fled, type of gun, direction you want additional units to come in.

5. Assess and holster

6. Deadly Force Policy: to protect themselves or others from what is reasonably believed to be an imminent threat of death or serious bodily injury.

7. Unholstering Policy: An officer shall not draw or exhibit a firearm unless the circumstances surrounding the incident create the reasonable belief that it may be necessary to use that firearm.
