OSHA
governmental agency that oversees the application of the legislation responsible to regulate and enforce safety and health matters for US employees; occupational safety and health administration
occupational safety and health act of 1970
legislation enacted to ensure the safety and health of workers, currently the US department of labor, assists each state to remain in compliance with the standards and provide training
employee rights
every employer shall furnish to every employee a place of employment which is free from recognized hazards that cause or are likely to cause death or serious harm
3 important standards
1. Hazard communication
2. Formaldehyde
3. Bloodborne pathogens
exemption from OSHA reporting
less than 10 employees may be exempt from this injury and incident reporting as well as programmed inspections
serious violation
13,653; when a business knows there is a hazard that can injure or kill and they do not resolve it
other than serious violation
13,653; when the employer finds or knows there is a safety or health concern in the work place and does not correct it
willful/repeated violation
136,532; if you repeat a violation within 3 years of findings or blatantly disregard standards
Hazard communication standard
takes effect in 1983 and is based on a simple idea; all employees have both a need and a right to know the hazards and identities of the chemicals to which they are exposed to in the workplace
focus of the hazard communication standard
focuses on these things:
- the acquisition of SDS
- the proper labeling and associated warnings on containers containing hazardous chemicals
- the communication by the employer to the employees of hazards in the workplace through information
and training
- the documentation of the development and implementation of a written hazard communication program
Safety Data Sheet (SDS)
a document prepared by chemical manufacturers for any chemical which presents a hazard to health and safety. A safety data sheet includes information about each chemical, covering the physical and environmental hazards, precautions for safe handling, storage, and transportation of the chemical; contains 16 sections
who makes the safety data sheets?
the chemical manufacturers; not the funeral directors. Fluid brands must have an SDS from their chemical manufacturer
how many SDS are required in the fh?
2 SDS binders; one in the prep room and one in the offices; may be digital
chemicals listed on the SDS
must be organized in alphabetical order according to product name
Hazardous chemical inventory list
a list of all hazardous chemicals in alphabetical order according to product name; must be updated yearly or ant time products are changed; include effective date
first page of the SDS
must be the Hazardous chemical Inventory list
limit for chemicals in the FH
no more than 500lbs or 40 cases at any one location
health hazard
a chemical for which there is statistically significant evidence based on at least one study conducted that acute or chronic health effects may occur in exposed employees
carcinogen
any substance or agent producing or incising the development of cancerous growth in living tissie
corrosive
any substance that causes visible destruction, or irreversible alterations in living tissue by chemical action
irritant
any material at which the site of contact causes a reversible inflammatory effect on living tissue by a chemical action
sensitizer
ant material that after repeated exposure on people or animals causes a substantial number of exposed people or animals to develop an allergic reaction in normal tissue
toxic agent
any poisonous material that causes harmful effects on the body through ingestion, inhalation, or physical contact
hepatotoxins
chemicals capable of producing liver damage
nephrotoxins
chemicals capable of damaging the kidneys
neurotoxin
chemicals producing primary toxic effects on the nervous system
reproductive toxins
poisonous chemicals having harmful effects on the reproductive system
hematotoxins
chemicals acting on the blood
physical hazard
a substance, which is scientifically proven to be combustible liquid, compressed gas, explosive, flammable, an organic peroxide, an oxidizer, pyrophoric, unstable, or water reactive
combustible liquid
any liquid having a flashpoint at or above 100 degrees, but below 200 degrees F or higher, the total volume of which make up 99% or more of the total volume of the mixture
compressed gas
a gas or mixture of gases having, in a container, an absolute pressure exceeding 40 psi at 70 degrees F or a gas or mixture of gases having, in a container, an absolute pressure exceeding 104psi at 130 degrees F regardless of the pressure at 70 degrees
flammable
Aerosol, means an aerosol that, when tested yields a flame projection exceeding 18 inches at full valve opening, or a flashback (a flame extending back to the valve) at any degree of valve opening
organic peroxide
an organic compound containing the bivalent O-O structure and which may be considered a peroxide derivative with one or both of the hydrogen atoms replaced by an organic molecule. They are a dangerous fire and explosive risk
oxidizer
means a substance that initiates or promotes combustion in other materials, thereby causing fire either of itself or through the release of oxygen or other gases
pyrophoric
means a chemical that will ignite spontaneously in air at a temperature of 130 degrees F (54.4 degrees C) or below
unstable
means a chemical which in the pure state, or as produced or transported, will vigorously polymerize, decompose, condense, or will become self-reactive under conditions of shocks, pressure, or temperature
water-reactive
means a chemical that reacts with water to release a gas that is either flammable or presents a health hazard
How do I get an SDS?
fluid manufacturers will send it to the FH; make available via website and have the most updated version
How do I find a missing SDS?
send a request to the fluid manufacturer of the SDS you are missing and put your request letter in the SDS folder as a temporary record until the company sends you one. If they do not send you one, discard the product and stop using it.
How do i dispose of old chemicals?
according to federal and state (local) law; 50,000 dollar fine per chemical disposal fine if not disposed of properly
Common household products in the fh
anything that is bought and being used in the FH should have an SDS ; residential cosmetics do not need an SDS but mortuary cosmetics do
what labels must contain
-product identity
- appropriate hazard warnings
- name and address of the manufacturer
english
- no specification on size or color
signal words
words on a sign that must be readable at a minimum distance of 5 feet and in english
danger
the highest level of a label that will cause death; RED
warning
the middle level of a label that may cause death or injuries; ORANGE
Caution
the lowest level of a label that tells you to keep areas clear YELLOW
biohazard labels
must be fluorescent with the symbol in a contrasting red color; must be on the prep room door and inside the prep room and on items that come in contact with biohazards
emergency signage
should be green and white- items receiving emergency designation; emergency shower and eyewash and first aid kit
chemical warnings
should be in red, black, and white; items receiving chemical warnings - chemical storage areas
Globally Harmonized System (GHS)
2012, takes effect in 2015; an internationally adopted system for the classification and labeling of hazardous chemicals
Includes established criteria for classifying hazards and for further categorizing the hazards according to their relative risks
Provides established language and symbols for each hazard class and each category within a class
what is on the GHS?
- a signal word
- a symbol or pictogram
- a hazard statement
- precautionary statements
Written hazard communication plan
Writing that determines what your hazards are in your business; Created by each employer; employers OSHA compliance officer; Prepare a list or inventory of all hazardous chemicals in the workplace
Ensure all hazards are labeled
Maintain all SDS
Describe where SDS are being kept
Train all employees
formaldehyde
An air pollutant that is a colorless chemical used to manufacture building materials and many household products, such as particleboard, hardwood plywood paneling
action level
used by OSHA to express a health or physical hazard- they indicate the level of a harmful or toxic substance activity which triggers medical surveillance, increased industrial hygiene monitoring
PEL
permissable exposure limit
TWA
time weighted average
0.75ppm or less
STEL
short term exposure limit; 2.0ppm or less
action level for formaldehyde
0.5ppm per TWA
Initial monitoring
identification of all employees that are exposed to areas above the action level; accurately determine the exposure of each employee; needs to be repeated for every change in product/equipment
additional monitoring
-Unnecessary if exposure level is maintained below STEL/TWA and Action Level
-Employer must promptly monitor employee exposure upon receiving reports formaldehyde related signs and symptoms.
-If above Action Level may need to issue employees respirators which opens the door to the Respirator Standard
-To be safe it is highly recommended that monitoring take place every year. Employees informed of the results 15 DAYS once results are received (best practice to post results on Prep Room Door)
emergency shower and eyewash station
needs to be located 25 feet of the workspace and clearly marked, well-lighted and easily accessible
should be a one step operation; push plate or pull
