Article I

Scope and Limitations

Constitution, quality education, applies to all teachers → Teaching = national duty, all competent teachers must ensure quality. (Art. XIV, Sec. 5, Par. 4 – responsibility to ensure quality education)

Art I Sec 1

• Coverage, all schools, public/private, preschool–secondary, full/part-time → Code applies to ALL teachers, including vocational/technical and admin roles.

The Teacher and the State

Article II

Heritage, morality, patriotism, law obedience → Teachers transmit culture, values, and promote love for the nation.

Support state policies, oath → Teachers must align with state goals, take oath of allegiance.

Fitness → Teachers should be physically, mentally, morally fit.

Neutrality → Avoid partisan politics, solicitation, religious promotion.

No coercion → Must not use authority for political influence.

Academic freedom, responsibility → Can share research, but if against state policies, report for corrective action.

Article III

Facilitator, learning environment → Provide best conditions for growth.

Leadership, community service → Take initiative in community betterment.

live with dignity, avoid gambling, drunkenness, drugs, immoral relations

respect customs/traditions, no disparaging comments

Transparency → Keep community informed about school needs/achievements.

Intellectual leader → Actively guide and counsel people, especially at barangay level.

Religious freedom → Free to worship, but no influencing others.

Article VI

Obedience → Support legitimate school/admin policies.

Truthfulness → No false charges; valid complaints = formal oath.

Proper channel → Use hierarchy in official matters, except justified appeal.

Grievance → Teachers may seek redress but must protect learners.

Merit-based personnel actions → Appointments/promotions only on merit.

Contractual obligation → Teachers must honor employment contracts.

Article VII

Courtesy & respect → Officials should treat staff kindly and fairly.

Just dismissal → No dismissal without valid cause.

Evaluation fairness → Grading must follow proper standards.

Teacher–learner romance → Discretion, avoid scandal.

Cordiality → Earn parents’ respect and trust.

Inform parents → Give honest updates on learner’s progress/problems.

Handle complaints well → Listen with understanding, avoid conflict.

Article X

Legit side-income → Allowed if not conflicting with teaching.

Financial integrity → Pay debts, maintain good reputation.

No commercial interest conflict → Cannot profit from school supply sales unless in regulated cooperatives. (Nagrequire ng supplies pero sa teacher din bibili nung certain requirement na iyon)

Article XI

Human dignity → Live decently everywhere.

Self-discipline → Guide for behavior in all relations.

Role model → Be an example of dignified personality.
