Human Law should be based purely upon Natural Law.
It could be argued that Natural Law could influence Human Law in positive ways. It is clear cut and objective, therefore easy to follow and use as guidance in everyday life. E.g. the primary precepts are straight forward universal rules that tell us right from wrong. The objective of human law is to keep order and the primary precepts reflect this.

It is useful when facing moral dilemmas such as abortion as it offers secondary precepts that allow more flexibility.

Human Law is a practical response to problems of the day, not a set of moral rules. We shouldn't base our laws on what Aquinas thinks is natural. What is natural to him isn't natural to everyone else. Homosexual people believe that their sexuality is natural to them, Aquinas would disagree.
