What was difficult about the increase in agricultural productivity?
Much of the land being farmed was not fertile enough an the lack of scientific measures such as fertiliser, selective breeding and crop rotation
What was there more incentive to do?
Turn over arable land to sheep farming, as cloth demand grew

Sheep farming required less labourers as less were needed for looking after crops
