What is a dispensation?
Dispensation is a period of time in which God deals with His people according to a particular law or statute and judges them by that law.

God took Levites instead of every firstborn Israelite. Since there were more firstborn Israelites than Levites God asked payment of five shekels for each firstborn to be paid to Aaron.
Levites were given by God as a gift to Aaron (high priest) and his sons (priests).
