Legitimate Expectation
A legal doctrine that holds that a person can have a reasonable expectation of a benefit or privilege based on a promise or representation made by a public authority.
Promissory Estoppel
An equitable doctrine preventing a party from withdrawing a promise made when the other party has relied on that promise to their detriment.
GCHQ Case
A landmark case regarding the scope of legitimate expectation which involves the duty of consultation before altering significant terms of conditions for civil servants.
Equity
A branch of law that is concerned with fairness and justice, complementing common law.
Procedural Guarantee

A principle which requires a party to demonstrate that they relied on a promise to their disadvantage when enforcing a particular expectation.
Legal Test for Legitimate Expectation
A test established to determine if a legitimate expectation exists, which includes the need for a statement or representation addressed to an identifiable person that creates a reasonable expectation of adherence by the public authority.
Change of Circumstances
A potential defense in claims of legitimate expectation where significant changes in the situation render the original representation no longer applicable.
