LEGAL MANDATE OF ROTC
National Defense Act of 1935
"Provides that during national emergencies, the government has the right to mobilize its citizens and resources, either public or private as may be deemed necessary for national defense."
Section 4, Article XVI of 1987 Constitution
"Provides that the Armed Forces of the Philippines shall be composed of a Citizen Armed Force will shall undergo military training and serve as may be provided by law. It shall keep a regular force necessary for the security of the state."
REPUBLIC ACT 7077 (AFP Reservist Act)
An act providing for the development, administration, organization, training, maintenance and utilization of the Citizen Armed Forces of the AFP and other purpose.
REPUBLIC ACT 9163 (NSTP LAW)
An act establishing the National Service Training Program (NSTP) for tertiary students amending Republic Act 7077 and Presidential Decree 1706 and for other purposes.

3 COMPONENTS OF NSTP
To defend the Republic of the Philippines, safeguard its national territory and assists the government in the socio-economic program.
ARMED FORCES OF THE PHILIPPINES MISSION
AIR FORCE RESERVE COMMAND MISSION
To organize, train, equip, develop and administer PAF reserve force as the base for expansion in the event of war, invasion, rebellion, disaster or calamities and to assist socio-economic development.
BASIC ROTC COURSE
- the prescribed course of one (1) year of military instruction.
ADVANCE ROTC COURSE
- the prescribed course of instruction of two (2) years after completing the basic course.
MILITARY TRAINING INSTRUCTORS
- AFP officers and enlisted personnel (regular or reserve) or other persons with military experience detailed/appointed to the ROTC department of an institution.
CADET/CADETTE
- any male / female student duly enrolled in any of the ROTC course of instruction.
CADET/CADETTE OFFICER
- any male / female student duly enrolled in any of the ROTC courses of instruction who has finished the Cadet Officer Qualification Course (COQC) or its equivalent and has been appointed as cadet commissioned officer by the commander, major service/reserve command unit.
ROTC COMMANDANT
- the AFP officer detailed (regular or reserve) to an institution and designated by proper military authority as the head of the ROTC unit
DROP-OUT
- any student who, after having been enrolled as an active cadet absent himself from ROTC instruction for a cumulative period constituting more than 20% of the allotted period of instructions during the semester, or who abandon the course during the semester.
DEFFERED
- the status of a student who has been granted permission to postpone his enrolment in any of the three components of the National Service Training Program with valid reason.
EXEMPTED
- the status of a student enrolled in any institution where ROTC course conducted, but who has attended a military course of instruction such as active military personnel, ex-servicemen of the AFP with at least six (6) months active duty, enlisted reservist (BCMT graduates) and alien students.
INSTITUTION
- university, college, school or any similar establishment of learning duly authorized by the government.
DEPARTMENT
division or department of an institution which conduct ROTC instruction.
ROTC UNIT (AIR FORCE, ARMY, NAVY)
- the term used for ROTC department duly established and maintained in an institution to include all the cadets/cadettes enrolled in the ROTC course.
ATTENDANCE
- a minimum attendance of 80% of the total number of hour of ROTC training per semester or 12 training days shall be required to pass the course. A cadet who successively accumulates four absences shall be dropped, while a cadet who will accumulate five (5) absences shall be given a failing grade or failed.

11 JANUARY 1936
By virtue of EO Nr. 11, the Philippine Army was officially reactivated with the Offshore Patrol and the Air Corps as its other major components.
JUNE 1938
The Philippine Constabulary was separated from the Philippine Army to allow the former to exercise its police function more effectively.
26 JULY 1941
US President Roosevelt issued Presidential Order (6 Fed Reg. 3825) calling into service of the United States of America all the organized military forces of the Government of the Commonwealth of the Philippines and would be commanded by an American General.
08 DECEMBER 1941
WWII broke out in the Philippines when the Japanese Imperial Forces bombed various targets in the Philippines. Japan launched an attack on the Philippines on 08 December 1941, just ten hours after their attack on Pearl Harbor.
06 MAY 1942
Surrender of all Fil-Am forces to the Japanese Many officers and men refused to surrender and fled to the mountain tops to form guerilla bands.
20 OCTOBER 1944
The return of American Forces led to the eventual defeat of the Japanese Army.
SEPTEMBER 1945
General Yamashita, the Commander of Japanese Forces in the Philippines, surrendered.
04 OCTOBER 1947
By virtue of EO Nr 92, the Army was renamed. the Armed Forces of the Philippines. On the same date, the Military Training Command, the Off-Shore Patrol, and the Air Corps were elevated into major commands designated respectively as: Philippine Ground Forces, Philippine Naval Patrol, and the Philippine Air Force.
20 DECEMBER 1950
Pres Quirino issued EO Nr 359 which provided for the creation of the four major services in the AFP namely: Philippine Army, Philippine Constabulary, Philippine Navy, Philippine Air Force
LEGAL BASIS CONSTITUTION

MILITARY CODE OF ETHICS
- A substantive, but succinct, digest of all legal, moral and ethical values, principles, rules and regulations gaining the accomplishment of the military mission.
PREAMBLE
Provides the reasons for promulgating the code and states the identity, the code and states the identity, aspirations, visions, mission and commitment of the AFP.
Article I
-Identity Tell who the AFP is, by whose authority it exist and for whom, by what structure does it perform its mandated role and how it can measure up to the expectations of the Filipino people.
Article III-AFP CREED AND STAND ON BASIC ISSUES
States the AFP's common beliefs and core values. It is a conceptual synthesis of what the AFP believes in, stands on and fights for. It is, in essence, the AFP's fighting cause and ideology.
AFP Organization
Designed, structured, staffed and manned as to be able to carry out its mission effectively through the optimum use of resources. It is involved not only in the defense of the country but also in civil assistance during disasters, calamities and national emergencies.
Chain of command
- Officer and soldier shall obey lawful orders of his immediate superior. Commanders shall accept responsibility for their actions.
Military Leadership
shall have the ability to influence members of the organizations in the fulfillment of its roles, obligations and functions. It shall have a sincere concern towards the morale and welfare of the members. It shall also be credible and be able to promote opportunities for genuine reconciliation and solidarity for the sake of peace.
Research and Technology
AFP should be the prime mover of research and technology in the manufacture of armaments and electronic hardware, in aircraft and shipbuilding and full utilization of indigenous defense materiel based on our belief, care and attitude in the preservation, protection of our natural resources.
People's support
AFP firmly acknowledges people's support as vital in achieving peace and order.
National development
AFP shall be the people' s partner in promoting peace, national development and progress
Partisan politics
- AFP recognizes the sanctity of its insulation from partisan politics.

National Security
