PHILIPPINE CULTURAL HERITAGE ACT (R. A. 10066)

This act is aimed to provide for the protection, preservation, and promotion of the nation's cultural heritage.

Categories of Cultural Property

A National Cultural Treasure or NCT

is "a unique object found locally, possessing outstanding historical, cultural, artistic and/or scientific value which is significant to this country and nation"

Republic Act (RA) No. 4846 (The Cultural Properties Preservation and Protection Act) as amended by P.D. 374,

RA No. 8492 (National Museum Act of 1998),

RA No. 10066 (National Cultural Heritage Act of 2010),

and RA No. 11333 (National Museum of the Philippines Act of 2019).

 These highly-valued cultural properties are indispensable in the understanding of history and culture of the Philippines. They are to be preserved and protected by the state through the National Museum of the Philippines by law, through

1) historically significant because of their association with prehistoric events and past industries that are the foundation of the Filipino culture,

2) aesthetically significant for their craftsmanship, mode, technical excellence, exquisiteness, expression of skill and quality of design and execution,

3) having research significance and outstanding scientific value because they are provenanced and recovered from a documented context, or

4) as representing aspects of 50,000 years of Philippine prehistory and early history.

• To be considered as NCTs, cultural properties have to qualify as:

Important Cultural Property

An ___________ that possesses "exceptional cultural, artistic and/or historical significance", whereas the highest designation of National Cultural Treasure pertains to "a unique cultural property found locally, possessing outstanding historical, cultural, artistic and/or scientific value which is highly significant and important to the country and nation."

World Heritage Sites

is the designation for places on Earth that are of outstanding universal value to humanity and as such, have been inscribed on the World Heritage List to be protected for future generations to appreciate and enjoy.

The United Nations Educational, Scientific and Cultural Organization (UNESCO)

World Heritage Sites

________ selects a landmark or area for having cultural, historical, scientific or other form of significance, which is legally protected by international treaties.

 It refers to sites or structures that honor illustrious persons or commemorate events of historical value as declared by the National Historical Commission of the Philippines (NHCP).

National Historical Landmark

It refers sites or structures that are associated with events or achievements significant to Philippine history as declared by the National Historical Commission of the Philippines (NHCP)

Cultural Agencies

The _______ , in conformity with their respective charters and mandates, shall define and delineate their respective areas of responsibility with respect to cultural properly and assessment of national cultural treasures and national historical landmarks, sites or monuments. These areas shall be subject to periodic re-assessment whenever necessary.

CULTURAL CENTER OF THE PHILIPPINES

The following shall be the responsibilities of cultural agencies in the categorization of cultural property:

The following shall be the responsibilities of cultural agencies in the categorization of cultural property:

Department of Tourism

Institutional Linkages of the National Cultural Agencies

and its attached agencies which shall be responsible for cultural education among tourism services, and protection of cultural properties supplemental to the jurisdiction of the cultural agencies as defined in this Act. The implementation and creation of a tourism master plan shall be consistent with this Act

Intramuros Administration

Institutional Linkages of the National Cultural Agencies

which shall be responsible for the restoration and administration of the development in Intramuros

National Parks Development Committee

Institutional Linkages of the National Cultural Agencies

as an attached agency of the Department of Tourism which shall be responsible in supervising the development (beautification, preservation and maintenance) of the Quezon Memorial, Fort Santiago, Luneta, Paco Park, Pook ni Maria Makiling and other national parks and satellite projects;

which shall be responsible in instituting the governance of basic education act, and the conservation and restoration of its built heritage such as the significant Gabaldon school buildings as determined by the National Historical Institute

Paco Park

which shall be responsible for the establishment and management of the National Integrated Protected Areas System and the conservation of wildlife resources, including cave and cave resources and which shall coordinate with the National Commission on Indigenous Peoples, the conservation of natural resources that are cultural sanctuaries of indigenous peoples

which shall coordinate with the national cultural agencies on matters pertaining to cultural properties under its jurisdiction, and ensure that the provisions of this Act is properly executed by the local government unit

UNESCO National Commission of the Philippines

which shall be responsible for providing the liaison between the cultural agencies of the Philippines and the UNESCO as well as assist the national cultural agencies in implementing the agreements and conventions adopted by the UNESCO of which the Philippines has ratified or is in the process of ratification

Housing and Land Use Regulatory Board

which shall coordinate with the local government units and the Commission on matters pertaining to the establishment and maintenance of heritage zones

Autonomous Region in Muslim Mindanao and the Cordillera Administrative Region

which shall coordinate with the national cultural agencies on matters pertaining to cultural properties under their respective jurisdictions
