The music is based on the syncopated, swung rock n roll/blues vamp from the first instrumental section.

How is the harmony ambiguous in the outro section?

The chords used are F, Bb then Eb/G. This creates two conflicting sounds. F-Bb-Eb would be ii-V-I in Eb major. F is chord 2, Bb is chord 5 and Eb is chord 1. However, by writing the Eb chord in 1st inversion (G is in the bass), it weakens the final perfect cadence Bb-Eb (V-I).

This causes our ears to latch one to the more solid perfect cadence created by F-Bb as both of these chord are in root position. Therefore we are more like ly to hear Eb/G-F-Bb which is IV-V-I in Bb major. This causes ambiguity as the music wants to be in Eb major and therefore sounds unfinished and unsatisfying as we never hear a solid cadence in this key. At the end when the music just plays Eb major over and overt feels wrong as we are still hearing it as chord IV (4).
