To ensure stability, cooperation, and predictability among nations.
Why would some actors not want International Order?
Order may work for one but not for the other, and stronger states may want a weak international order that doesn’t check on them so they can expand. Additionally, some actors may prefer chaos or conflict to pursue their own interests.
