Volunteer Staffing Enhancement (VSE) Program
Department initiative that provides financial incentives to volunteer corporations to increase the number of staffed units placed in service.
Volunteer Services Office (VSO)
The office that administers the VSE program, verifies quarterly reports, and forwards approved documentation for fund distribution.
100% Volunteer Staffed Station
A Fire/EMS station operated entirely by volunteer operational members and automatically included in the VSE program.
Day-Work Station
A station staffed by career personnel from 0700 to 1500/1700 hours and by volunteer operational members at all other times; automatically included in the VSE program.
Shift-Work Station
A station staffed by career personnel 24/7 under the Collective Bargaining Agreement; must provide an additional crew or EMS unit for at least 12 consecutive hours per month to qualify for VSE incentives.
Volunteer Operational Member
A volunteer firefighter, officer, EMT-B, or paramedic who meets Subtitle 11 requirements and provides staffing in accordance with General Order 06-29.
Tier I Incentive
VSE classification earned by deploying three units simultaneously (e.g., three suppression units or two suppression units and one EMS unit).
Tier II Incentive
VSE classification earned by deploying two units simultaneously (e.g., two suppression units or one suppression and one EMS unit).
Tier III Incentive
VSE classification earned by deploying one unit for the required consecutive period (either one suppression or one EMS unit).
Staffing Profiles
The three categories—100% Volunteer, Day-Work, and Shift-Work—used to classify volunteer corporations for VSE participation.
Master Calendar
Official scheduling tool where Battalion Chiefs record approved VSE periods for Shift-Work Stations.
VSE Quarterly Report Form
Document a Volunteer Company Chief must submit to the VSO within two weeks after each fiscal quarter to report VSE participation.
Station Management Program Fund (SMPF)
Account into which VSE incentive funds are electronically deposited and from which expenditures must follow SMPF agreement rules.
