A system of hiring and promoting government employees based on ability, experience, and exam results—not political connections.

Rules made by government agencies to control or guide behavior (often of businesses) to protect the public.
Deregulation
The reduction or removal of government rules on businesses to increase competition and efficiency.
Implementation
The process of putting laws or policies into action by the bureaucracy.
Bureaucratic discretion
The power that bureaucrats have to decide how laws are carried out, since laws can be vague.
Bureaucratic adjudication
When bureaucratic agencies settle disputes or make rulings, similar to how courts decide cases.
