people go from countryside to mumbai becuase they think that they will get a better life. However, housing is too expensive. So they go outside of the CBD because other people have built shelter for themselves illegally. so they go there to to build shelter as well. They think they will eventually get a job but, there are not much jobs available and the pay will be low. Then they stay there.
