it ruled that fed. district judges do not have authority to issue nationwide injunctions that block exec. orders - they can only block them in their district
this has weakened a tool Fed. judges used to use to block controversial actions
e.g. Washington V Trump (2025) - district judge prevented enforcement of exec. order to end birthright citizenship - this judgement then only applied in the Washington district
