A rate law is established experimentally and cannot in general be inferred from the chemical equation for the reaction.
This rate law is then how we determine the order - order = power of conc terms in rate law

why does rate depend only on reactants
rate is calculated from t=0 right at the start so we only have reactants, we are looking at their consumption
instantaneous rate
The rate of reaction at a specific moment in time
Found by taking the slope of the tangent to the concentration vs time graph at that point
instaneous rate = d[A]/dt
