Problem Definition
The recognition of a condition needing to be addressed by government action.
Agenda Setting
The process of recognizing a condition as a problem and incorporating it into the governmental agenda.
Focusing Event
A significant event that brings attention to an issue, prompting governmental response.
Political Power
The ability of an individual or group to influence or control decision-making and policy formulation.
Pluralism
A theory in political science suggesting that multiple autonomous groups compete for influence in the political system.
Power Elite
A small, loosely-knit group of individuals who dominate policymaking in a country.
PAC
Political Action Committee, which represents business, labor, or ideological interests and can contribute to political candidates.
Super PAC
A type of PAC that may raise unlimited funds for political advocacy but cannot contribute directly to candidates.
Unemployment Compensation
A form of financial assistance paid to individuals who are unemployed and meet specific eligibility requirements.
Mandatory Spending
Federal spending that is required by law for certain programs, such as Social Security and Medicare.
Discretionary Spending
Federal spending that is not mandated by existing law and can be adjusted through the appropriations process.
Social Security
A federal program that provides retirement, disability, and survivors' benefits.
Medicare
A federal program that provides health insurance to people over 65 or with specific disabilities.
Medicaid
A joint federal and state program that helps with medical costs for some people with limited income.
Legislative Agenda
The list of issues that lawmakers prioritize and seek to address.
Interest Groups
Organizations of people who share common objectives and actively seek to influence government policy.
Public Policy
A system of laws, regulatory measures, courses of action, and funding priorities concerning a given topic set by a government.
Political Will
The determination of politicians to pursue a particular course of action or policy.
