  • serves during the queen pleasure, but in reality its 5 year terms.

  • this is a form of accountability as their not around forever, so if there a bad candidate they are gone after 5 years. Not very good though cause what if they do something bad at the beginning of their term?

  • removed by the king, but back in 1975 queen at the time ruled this out and said they will not be involved,

  • this leave removal up to the PM, this has never happened though and is purely convention

  • media and public scrutiny can cause dismissals of GG’s

  • EG kerr’s dismissal of whitlam, and he resigned before his term was up and he was booed in public

formal: appointment, oath of office, removal convention.

informal: choosing a good candidate, resignation (requested or other), public opinion

what type of accountability does the gg have

circular accountability, which isnt very strong. the gg can dismiss the pm, and the pm advises the dismissal of the gg

how can GG’s reserve powers be controversial in accountability

  • some (whitlam) argue that GG must only act on advice of PM, and not use reserve powers agaisnt that advice

  • others argue that GG must use reserve powers to reinforce democratic conventions

  • very difficult to hold someone accountable for their use of powers, when those powers arent even writen down

  • had allegations that he raped a woman in the 1960s.

  • in 2003 he stepped aside while these allegations were investigated, and later that year he was forced to resign in response to public pressure
