It starts with two phrases of ascending conjunct motion. The third phrase begins with descending conjunct movement but then leaps a major 6th. This is followed by two further phrases that use mostly descending conjunct motion after initial leaps (major 6th 'But I don't want it' and minor 7th 'I can't want it'.

How is the tempo of this andante section different to the opening?

Because the music is now marked andante it means to be played at a walking speed. This is a more regular feel pulse to the 'colla voce' introduction.

How is the harmony and tonality different in the andante section from that of the opening introduction?

The tonality is established now and the harmony becomes functional so that we have clear keys (Bb major, F major and D major). When we talk about harmony becoming functional, we mean that they are working together to create a sense of key through cadences etc. Each chord has a function as opposed to just chromatic, unrelated chords.
