At 1:15 am Deputy Matthews responds to the Red Carpet Inn to investigate a disturbance. Deputy Matthews finds a man in the motel parking lot. He looks up toward the sky and says "God is alive and God is in heaven" The man is also yelling other words that sounds like a foreign language. Deputy Matthew smells alcoholic beverages coming from the man, and his eyes are red and glassy. Deputy Matthews asks the man to identify himself, but he does not respond to the request. What is the crime?

Officer Taylor and Officer Martinez are on patrol when they are dispatched to a call about a disruptive individual outside a local bar. The caller, a bartender, reports that a man, later identified as Mr. John Doe, has been drinking heavily, is becoming increasingly belligerent, and has started yelling at patrons. He is also throwing objects at the sidewalk.
As the officers arrive on scene, they spot Mr. Doe standing in front of the bar, slurring his speech and shouting at a group of people on the sidewalk. Several individuals are visibly uncomfortable, and there are a few broken beer bottles on the ground near his feet.
Intoxication and Disturbance in Public
Officer Pegram arrested Billy for larceny and took him to the magistrate's office. A woman came into the front lobby area of the magistrate's office to talk with Billy. When Officer Pegram asked the woman if she was Billy's mother, she said, "Yes, I'm his ****** mother!" Officer Pegram explained to Billy's mom that he (Billy) was going to be admitted into the jail because he could not post bond. Billy's mom said, "No, he's coming home with me!" When Officer Pegram explained that Billy could not be released without posting bond, his mother said, "Shut the hell up and don't ***ing talk to me. You're going to give me my son now!"
Disorderly Conduct in a Public Building
Officer Johnson and Officer Davis are assigned to patrol a public library after receiving a call from the library staff about an individual, later identified as Mr. James Richards, who is acting aggressively towards staff and causing a disturbance inside the building by throwing books at the walls. Library patrons are concerned, and staff members are unable to calm him down.

At 5:30 pm Officer Jacobs responded to investigate a reported disturbance at the Cherry Street video store. When Officer Jacobs arrives, she witnessed Jeremy and Richie actively swinging fists at each other in the video store's parking lot.

Officer Gregory attempted to serve an arrest warrant on Mr. Paul, who was seated in a parked car. Mr. Paul refused several requests by Officer Gregory to "Please set out of the car; you are under arrest." Officer Gregory must physically remove Mr. Paul from the car to make an arrest.
Resisting, Delaying, or Obstructing an Officer
Deputy Abrams responded to the XYZ Store to meet a security officer who detained Greg, a suspected shoplifter. Deputy Abrams arrested Greg for shoplifting. While walking Greg in handcuffs out of the store, Greg's mother arrived on the scene, and Greg and his mother argued loudly with Deputy Abrams. After Greg is placed in the deputy's car, Greg's mother continues to yell at Deputy Abrams, using profane, vulgar, and threatening epithets, This causes a crowd to gather and curse at the officers.

Officer Fowler was assisting a stranded motorist on North Tryon Street. A white SUV passed Officer Fowler. The front passenger in the SUV yells, “Hey!” and gives Officer Fowler the middle finger.

Deputy Pike arrested Gina for driving while impaired. Deputy Pike also seized a half-full bottle of whiskey found in the car as evidence. The passenger who owned the whiskey objected to Pike Seizing it. The passenger followed Deputy Pike to the patrol car, insisting the whiskey be returned.

Stacy called the police department several times to say Alex had stalked her. Stacy worked with Alex and accused him of sexual harassment. Stacy has been charged by police previously with making harassing phone calls to her former employer and Alex. Alex is arrested for stalking, but the charges are dismissed.

While investigating a single-vehicle crash, Officer Wilson finds that John is the only person at the scene. John is impaired by alcohol and denies being the driver. A few hours after John was arrested for DWI, his girlfriend called the investigating officer to say she was driving the car and left the scene to get medical attention. The investigation showed that John's girlfriend lied to officers about driving the vehicle.
False report to LE agencies or officers
Deputy Baker stopped a vehicle for speeding. While retrieving the license and registration from the driver, Deputy Baker sees what appears to be the grip of a pistol sticking out of the middle console area. The driver admits that it is a pistol and does not have a concealed carry permit.

While investigating a dispute between neighbors, Officer Anderson obtained consent to search both parties. During the consent search of one neighbor, Officer Anderson found a pair of metallic knuckles in his jacket pocket and a switchblade knife in a sock.

A student reported to the principal that a 15 year old student purchased a 9mm handgun on school grounds and put it inside his locker. The principal finds and seizes the 9mm handgun, which was unloaded. No bullets were found on the student or in his locker.

Officer Niles was providing security inside the infield area at the Charlotte Motor Speedway for a NASCAR event where alcoholic beverages were sold. Officer Niles saw a man step out of a car with a bulge in his jacket. Officer Niles thought the bulge was the outline of a handgun. Officer Niles questioned the man, who told Officer Niles that he held a valid concealed handgun permit under NCGS 14-415.24. Officer Niles confirmed that the man possessed a valid handgun permit.

A shooting occurred inside a nightclub where alcohol was sold and consumed. No one was injured, and the suspect left the scene. Deputy Rice interviewed a witness named Joe. Joe said "I brought my gun into the nightclub for this very reason-self-defense."

Officer Banks responded to a report of a suspicious woman who was driving down a North Carolina highway when another vehicle cut her off. The suspicious woman got angry that the car cut her off and pulled a gun and pointed it at the driver of the other car while also flagging the other cars going by.

Deputy Newsome responded to investigate a reported disturbance between two men arguing in a grocery store parking lot. Upon arrival, Deputy Newsome found Eric and Hank yelling at each other. Eric allegedly threatened to "get something out of the glove box" of his car. Eric gave Deputy Newsome consent to search the glove box of his car. Deputy Newsome found a handgun inside the glove box. Several of the serial numbers on the handgun were altered beyond recognition.

Officer Perkins stopped a motor vehicle for an expired registration plate. While running a records query, Officer Perkins learned the driver had been convicted for possession with intent to sell and deliver cocaine. After issuing the driver a warning ticket for the expired registration, Officer Perkins said, “Are there any weapons inside the vehicle?” The driver said, “There is a shotgun inside the trunk.”

Deputy Allen is called to the scene of an assault involving a man and a woman. The man said he saw the woman walking on the street and offered her a ride home. During the ride, they talked about sex. The woman said she would perform oral sex for $15.00 and vaginal intercourse for $45.00. The woman performed oral sex. When the man refused to pay $15.00, the woman punched him.

If an officer lack reasonable suspicion is an individual free to leave or are they resisting, delaying, and/or obstructing?
They are free to walk (Same for consensual encounters)
Arguing with or criticizing the officer, objecting to the arrest of another, videotaping the officer, or refusing to leave the area may delay an officer but is this enough for a charge?
