no it didnt. this is because white supremacy still dominated and the same prejudice thoughts remained against black people.

granted certain rights such as being able to sue in court and own land, but it came with regulations. such as not being able to testify against white people, and serve on juries. they required black sharecroppers sign annual labor contracts that if broken or refused, would be arrested.

what were to happen to a black citizen if they were to not work on a white land

poverty would swallow them as they cannot provide for their reunited families, so they would either way need to return to white lands and rent their land, which they would have to chare their crops with.
