No the Presidency is not imperial. Imperial suggest the abuse or theft of power when the President's powers are rooted in the constitution or have been handed over by Congress

The 1973 War Powers Resolution means Congress has to be notified of military action and if they reject there has to be withdrawal in 30 days. Congress has power of the purse. E.g 1974 Foreign Assistance Act. Bush asks for consent in 2003 Iraq War

Commander in chief allows Obama 2011 Libya, Obama fights ISIS in Libya w/ Bush's 2001 AUMF. Eval- Congress has consented w/ its vague 2001 AUMF and by funding
