European Council sets strategic direction

Defines overall goals and priorities for the CSDP, decision taken by conensus

council of the EU adopts decisions

composed of Foreign Ministers, adopts decisions on missions, operations and policies - also by unanimity

High Representative for Foreign Affairs and Security Policy

chairs the Foreign Affairs Council, coordinates and proposed initiatives, ensuring coherence between CSDP and the other EU policies

manages funding and program, supports the European Defense industry, proposes legislation in related areas, ensures coherence with broader EU policies
