all those that are affected by the (in)direct consequences of transactions to such an extent that is its deemed necessary to have those consequences systematically cared for,

implications

• issue-based definition → if consequences are private or cared for, there are no publics

• not public in general but multiple publics.

deficit model

assumes that public resistance to science and technology is caused by a lack of scientific knowledge, and that providing more information will lead to acceptance.

• public concerns are caused by a lack of information.

• scientists possess correct and neutral knowledge.

• the public had no valid knowledge of its own.

• more information will automatically lead to public acceptance.

• scientists can be left to their own devices.

why engage the public (3)

• instrumental → to reduce resistance and increase legitimacy → inform.

• substantive → because publics have valuable knowledge → listen.

• normative → because participation is right in democracy → deliberate.
