Practice of Medical Technology
The services rendered for diagnosis, study, treatment, or health promotion by MTs for a fee or reward, including lab testing, blood banking, parasitology, microbiology, histopathology (with specified exception for registered lab technicians), clinical research, reagent preparation, quality control, and specimen collection, performed under supervision as defined in the Act.
Pathologist
A duly registered physician specially trained in laboratory medicine to diagnose disease by studying tissues, secretions, excretions, and related functions.
Medical Technologist
A person who performs medical technology work under the supervision of a pathologist or licensed physician in areas without a pathologist, after completing a B.S. in Medical Technology or Hygiene and obtaining registration under this Act.
Medical Laboratory Technician
A person certified and registered to assist a medical technologist and/or pathologist in the practice of medical technology.
Accredited Medical Technology Training Laboratory
A clinical laboratory, office, agency, clinic, hospital, or sanitarium approved by the Department of Health or its authorized agency for MT training.
Recognized School of Medical Technology
Any school offering an MT course approved by the Department of Education on the council’s recommendation.
Council of Medical Technology Education
Council established to oversee MT education, chaired by the Director of Higher Education with the PRC Chairman as Vice-Chairman, plus DOH, Board representatives, Deans, and Presidents of MT-related associations.
Board of Examiners for Medical Technology
The PRC-created board responsible for MT examinations and certification, chaired by a pathologist with two MT members.
Minimum Required Course
MT education must be at least four years, including a 12-month internship, covering prescribed subjects.
Internship (in Medical Technology)
A 12-month practical training in accredited laboratories that is part of the MT degree requirement.
Subjects in MT Curriculum
Core subjects include English, Biochemistry, Microbiology, Hematology, Blood Banking, Serology, Clinical Microscopy, Histopathology, Cytotechnology, Physiology, Anatomy, Parasitology, and related areas, with update authority for changes.
Supervision of MT by Pathologist/Physician
MT work must be conducted under the supervision of a pathologist or licensed physician, except where no pathologist is available.
Examination (Board Examinations)
Written MT examinations conducted annually by the Board in Manila, Cebu, and Davao around August/September, with public notice prior to the date.
Qualifications for Examination
Applicants must be of good health and character, hold a 4-year MT or Public Health degree from a recognized institution, or have equivalent MT practice under certain historical provisions.
Scope of Examination
Examination coverage includes Clinical Chemistry, Microbiology & Parasitology, Hematology, Blood Banking & Serology, Clinical Microscopy, Histopathologic Techniques, Cytotechnology, MT Laws, Ethics, with subject weights.
Rating to Pass
To pass, a candidate must have at least 75% overall, with no less than 50% in any major subject; retakes or refresher requirements apply after failures.
Oath Taking
Successful examinees must take a professional oath before the Board or an authorized official prior to practicing MT.
Certificate of Registration
Certificate issued to those who pass the exam, typically requiring age 21+, signed by the Board and PRC; display required; exemptions possible under specified conditions.
Foreign Reciprocity
No foreigner may be examined or registered unless their country allows Filipino MTs to practice on the same terms.
Roster of Medical Technologists
Annual roster listing names, addresses, citizenship, and registration details, open to public inspection.
Penal Provisions
Penalties (fines, imprisonment, or both) for practicing MT without registration, practicing without supervision, fraudulent reports, misusing certificates, or violating MT rules.
Fees
Fees set by the Board for examination, registration, and replacement certificates, collected through the Civil Service system.
