Presidential Reconstruction: Johnson passed the 13th amendment banning slavery, he pardoned confederates, and he created laws that allowed for discrimination
Congressional Reconstruction: The congress divided the South into military districts until they passed the 14th amendment, citizenship for African Americans, and no confederates could hold office in government.
