organization responsible for publication of FAR and Aeronautical Information manual
Federal Aviation Administration (FAA)
relationship between FAR Part 91, CNAF M-3710.7, and AIM
FAR part 91 - most affect naval aviators
CNAF M-3710.7 - “naval aircraft shall be operated in accordance with applicable provisions of FAR Part 91 except where this manual prescribes more stringent requirements”
AIM- official guide to basic flight information and air traffic control procedures for use in the national airspace system
List the regulatory priority of applicable DON, DOD, and FAA publications
NATOPS
CNAF M-3710.7
FLIPS
FAR Part 91
Meanings of shall, should, may/need not, will
shall -mandatory
should - recommended
may/need not - optional
will - futurity and never indicates any degree of requirement for application of a procedure
responsibilities of AC, flight service station (FSS), control tower, Approach control (APC), air route traffic control center (ARTCC)
ATC - enforces FAR part 91, approves flight plans and grants clearances
FSS- pilot briefings, en route comms, search and rescue services, assist lost aircraft
control tower- responsible for safe, orderly, and expeditious flow of traffic operating on and in vicinity of an airport
APC- control IFR traffic in the terminal area, having two frequencies approach and departure
ARTCC- control en route IFR traffic between terminal areas
responsibilities of pilot in command (both FAR and CNAF 3710.7 def)
FAR- pilot responsible for the operation and safety of an aircraft during flight time
CNAF- assigned by the unit commander, or a delegated authority, the responsibility for the safe, orderly flight of the aircraft and well-being of the crew
identify the CNAF M-3710.7 requirements for pre-flight planning
available weather reports and forecasts, NOTAMs, fuel requirements, alternate airfields available if the flight cannot be completed as planned, anticipated traffic delays
purpose of a flight plan
relaying important information about the flight to the departure airport, destination airport, and all intermediate agencies: establishes a baseline for lost comms and missing aircraft procedures in necessary
pilots responsibilities for acquiring a flight weather brief
where any portion of the route is forecast to be under IMC, naval aviators must obtain a flight route weather brief from DoD qualified forecaster or approved forecasting service
primary method- online through web-enabled flight Weather Brief (FWB)
secondary- via 1-888-PILOTWX
identify the provision which allows deviation from established rules
during emergencies requiring immediate action: safety of flight is in jeopardy
pilots responsibilities concerning authorized airfields, fuel purchases, and closing of flight plans
AA- aware of and meet airfield operating requirements and, when necessary, have satisfied prior permission required requirements (PPR)
FP- make every effort to purchase fuel from military or government contract sources
only exceptions
mission requirement dictated stopping at facility without military or contract fuel sources
the flight terminated as the result of an emergency
the flight terminated at an alternate airport in lieu of filed destination
closing of flight plans- proper agency is informed of flight termination
military installation- either shall verbally confirm the closing of flight plan with tower or base operations personnel or deliver a copy of the flight plan form to base operations
non-mil install- close the flight plan wwith flight service through any means of comm available
identify the CNAF M-3710.7 requirements for safety and survival equipment, including safety belt and shoulder harness, aircrew PPE, and life rafts
safety belt- must be worn and tightened prior to takeoff and shall be worn until completion of the flight
life rafts- sufficient capacity for all passengers and crew shall be provided in all aircraft when there would be a significant risk of water entry in the event of a mishap
