What are the ethnic differences in offending?

  • Not all crimes are solved and for many crimes, such as property damage and burglary, ethnicity is not accurately recorded

  • One measure of offending is by arrests, but this can be a misrepresentation of police priorities

  • Rates of imprisonment are another measure of the rate of offending

  • Groups with the highest rate of arrest:

    • Black other 64 arrests per 1,000 of the population

    • Black Caribbean 33 arrests per 1,000

    • Mixed - White/Black-Caribbean 26 per 1,000

    • Black African 23 per 1,000

  • Average 12 arrests per 1,000 population

What are the arrest figures from 06/07 to 18/19?

  • Over the past 12 years, there have been changes to the arrest rate

    • The arrest rate for black people went down from 57 arrests per 1,000 people to 32 per 1,000 - a decrease of 43%

    • The arrest rate for people with a mixed ethnicity went down from 34 arrests per 1,000 to 18 arrests per 1,000 - a decrease of 47%

    • The arrest rate for white people went down from 24 arrests per 1,000 to 10 arrests per 1,000 - a decrease of 59%

What are the figures for stopping and searching?

  • Three main reasons provided for stop and search

    • Section 1 - Misuse of drugs

    • Section 44 - Suspicion of terrorist activity

    • Section 60 - Suspected weapons

  • Between April 2018 and March 2019, there were 4 stop and searches for every 1,000 white people, compared with 38 for every 1,000 black people

  • The national rate increased for the first time since 2009/10, from 5 to 7 stop and searches per 1,000 people - the stop and search rate for white people was lower than the national rate every year

  • Crime Survey for England and Wales 2019

  • Victims of crime ranged from 15% in the Asian, white and other ethnic groups to 19% in the mixed ethnic group

  • Mixed ethnicity has declined over the past 6 years from 28% in 2015

  • Black victims only group to show an increase in 2019 - by 1% to 16% - an overall steady decline
