Plan the work so the risks involved are managed from start to finish

HSE (HEALTH AND SAFETY EXECUTIVE) asks

HSE ask how you manage risk and mitigate any injuries. Design to include welfare provisions and emergency exists/ access and egress for emergency services.

How is HSE notified

HSE is notified by either client or Principal Contractor.
