a. the French Revolution managed to spark a debate in the new nation. Democratic-Republicans like Jefferson favored aiding the French as a thanks to their assistance in the Revolution. However, the Federalists, led by Hamilton, were more opposed to intervention. They favored the British as federalists tended to be aristocratic traders.
b. In response, George Washington passed the Neutrality Proclamation, barring America from entangling itself in Europe's affairs. He felt the nation was too young and frail to involve itself in the complicated matters of European conflict.
c. This was a success mostly due to the fact that Washington was able to use these measures to keep America out of the Anglo-French war. Even though support for the French was growing among citizens, partially due to anger over England's practice of impressment and the French initiation of the Quasi War, the government avoided full blown war. This was a wise choice, seeing as how the kinks in America's own system had not been smoothed out yet.
