The Strategic Blueprint: NUDHF
In 1992 (pursuant to RA 7279), the government formulated the National Urban Development and Housing Framework (NUDHF) to guide all spatial and economic growth.

The Primary National Government Entity for housing, human settlement, and urban development. Focuses on access to and affordability of basic human needs.
HSAC: Adjudicate
Creation: Reorganized from HLURB via RA 11201 (2019). The Mandate: A quasi-judicial body attached to DHSUD for policy, planning, and program coordination only.
NHA: Produce
Creation: Established 1975 (PD 757), reaffirmed by RA 11201 (2019). The Mandate: The sole government agency engaged in direct shelter production.
HGC: Guarantee
Creation: Reorganized 2000 (RA 8763) from the 1950 Home Financing Commission. The Mandate: To guarantee the payment of mortgages, loans, and credit facilities arising from financial contracts exclusively for residential purposes.
NHMFC: Circulate & Liquidate
Creation: Established 1977. The Mandate: Develop and operate a secondary market for home mortgages to increase the availability of affordable housing loans.
SHFC: Finance Socialized Housing
Creation: Established 1987 (EO 272). SHFC Social Mousing Pinance Corporation The Mandate: The lead government agency undertaking social housing programs for the formal and informal low-income sectors.
