Neither by itself. The worst kind of sin is mortal sin, whether it's by commission or ommision. If someone does in a state of mortal sin without repentance, they are separated from God eternally in hell.

1. Grave matter, where the act itself is wrong.
2. Full knowledge, knowing what you are doing is seriously wrong. 3. Deliberate consent, when you freely choose to do it anyway.

Through the sacrament of confession, where the sinner confesses to a priest and recieves absolution.
Who has the power to forgive sins?*
God is the one who truly forgives, but priests act in the person of Chist to forgive sins through confession.
