1. 'Wacky races'
Western cartoon comparison makes the race seem peculiar to a western perspective

The noun phrase of the bike is ridiculous
But the two noun phrase show the contrast in technology, so the contrast in the two worlds
1.'in front of a cloud of fumes and dust','roaring','revved up the engines'
Cartoonish imagery, builds drama, rising action.
1.'this was formula one with out rules','city-centre rush hour gone anarchic;(...) common sense
Comparison to wester world, helps reader understand. But also could be a judgemental tone

Paradoxical- should be a place of safety and order.

Short sentence- anticlimactic juxtaposes with longer and complex sentences prior.
2.'officials',' (who, it turned out, were actually monitoring the race)'
Inverted comas, sarcastic tone discredits them.
Parenthetical relative clause emphasises sarcastic incredibility. Adverb "how could this be monitored"
3. 'Yaquoob and Iqbal were nervous of hanging around a volatile situation'
Their are nervous so make the reader nervous as they were excited before.

First part contrasting perspective.
Final sentence understatement for humorous effect intimates at vulnerable position of writing. Bathos(deliberate anticlimax humour)
