What is legislation?
-laws made by parliament
What is primary legislation?
-an act of parliament/has been passed through the full parliament process to become law
What is secondary legislation?
- legislation that has been made by government ministers under powers delegated to them by parliament
What is a statutory instrument?
-an example of secondary legislation e.g. regulations or commencement orders
What is a bill?
-a proposal, not an act, can start in either house of commons or lords
What is the first process of the Act of Parliament?
-first reading stage, title of bill will be read out
What is the second process of the Act of Parliament?
Second reading- bills general principles will be debated and a vote whether to proceed
What is the third process of the Act of Parliament?
Committee stage- more detail
What is the fourth process of the Act of Parliament?
report stage- amendments that will be printed and voted on
What is the fifth process of the Act of Parliament?
Third reading- final amendments and voted and passed to next house, will go backwards and forwards between chambers- ping pong
What is the final stage of the Act of Parliament?
Royal ascent- making legislation
What is the green paper?
-options paper, issued by gov, open ended, number of possibilities
What is the white paper?
-gov can give clear indication of what the proposed policy might be, can create a draft version- bill
What is a statute?
-a law that has been formally approved and written down
-can be added to and edited
-later date statute does not mean its correct, an older amended statute can be better
