I can turn this into a study guide with simple definitions + what you actually need to know for the test. 🇺🇸 AP Government Unit 1 Test Review 1. Foundational Documents Declaration of Independence Main idea: Government exists to protect people’s natural rights, and people can change/remove a government that violates those rights. Know: * Natural rights: life, liberty, and the pursuit of happiness * Consent of the governed: government gets its power from the people * Social contract: people give government authority in exchange for protection of rights * Influenced by John Locke * Justified the colonies’ separation from Britain Test connection: Popular sovereignty + social contract + limited government. ⸻ Articles of Confederation The first U.S. governing document. Strength: States had significant power. Problems: * Weak national government * Congress couldn’t directly tax * No executive branch * No national court system * Difficult to pass laws * Difficult to amend * Weak ability to regulate interstate commerce Why it matters: Its weaknesses helped lead to the Constitutional Convention. ⸻ U.S. Constitution Created a stronger federal government while limiting its power. Know: * Separation of powers * Checks and balances * Federalism * Popular sovereignty * Republicanism * Limited government ⸻ Federalist No. 10 Written by James Madison. Main issue: factions. Madison argued that a large republic could help control the effects of factions because there would be many competing interests. Key idea: Pluralism/competing factions can prevent one group from completely dominating government. ⸻ Federalist No. 39 Written by James Madison. Main question: Is the Constitution republican and federal? * Republican: people elect representatives * Federal: power is divided between national and state governments Madison argued that the Constitution created a system combining national and federal characteristics. ⸻ Federalist No. 51 Written by James Madison. Main idea: Checks and balances and separation of powers prevent government from becoming too powerful. Famous concept: “Ambition must be made to counteract ambition.” In simple terms: Give each branch enough power to check the others. ⸻ Brutus No. 1 Written by an Anti-Federalist. Main concern: The proposed Constitution gave too much power to the national government. Brutus feared: * Federal government would become too powerful * States would lose power * Necessary and Proper Clause could expand federal authority * Large republic might not adequately represent citizens Federalist vs. Brutus: Federalist Brutus Stronger national government Stronger state governments Large republic can control factions Large republic may be difficult to represent Constitution protects liberty Constitution could threaten liberty ⸻ 2. Court Cases McCulloch v. Maryland (1819) Issue: Could Congress create a national bank, and could Maryland tax it? Decision: No, Maryland could not tax the national bank. Why? The Constitution’s Necessary and Proper Clause gives Congress implied powers. This case strengthened: * Federal power * Implied powers * Supremacy of federal law Remember: McCulloch = Federal government wins over state government. ⸻ United States v. Lopez (1995) Issue: Could Congress use the Commerce Clause to prohibit guns near schools? Decision: No. The Supreme Court ruled that Congress had gone beyond its Commerce Clause authority. Why it matters: It limited federal power under the Commerce Clause. Easy comparison: McCulloch → expands federal power Lopez → limits federal power ⸻ 3. Constitutional Clauses Necessary and Proper Clause Also called the Elastic Clause. Allows Congress to make laws necessary and proper for carrying out its constitutional powers. Connection: Implied powers. ⸻ Supremacy Clause Federal law is generally supreme over conflicting state law. Think: Federal law > conflicting state law This was important in McCulloch v. Maryland. ⸻ Commerce Clause Gives Congress power to regulate interstate commerce. “Interstate” = between states. It has historically been an important source of federal power. Connection: United States v. Lopez. ⸻ Full Faith and Credit Clause States generally must recognize the public acts, records, and judicial proceedings of other states. Example: A court judgment from one state may need to be recognized in another state. ⸻ 4. Amendment Process — Article V The Constitution has a deliberately difficult amendment process. Proposal An amendment can be proposed by: * 2/3 of both houses of Congress OR * A convention called by Congress after 2/3 of state legislatures request one. Ratification It must then be ratified by: * 3/4 of the states Memorize: 2/3 → propose 3/4 → ratify ⸻ 5. Amendments 10th Amendment Powers not given to the federal government by the Constitution, and not prohibited to the states, are generally reserved to the states or the people. Think: Reserved powers. ⸻ 14th Amendment Very important for federalism and civil rights. Know: * Citizenship * Due process * Equal protection Equal Protection Clause States cannot deny people equal protection of the laws. Due Process Clause States must follow fair legal procedures and respect protected rights. Big connection: The 14th Amendment has been used to apply many constitutional rights to the states. ⸻ 6. Democracy Vocabulary Limited Government Government’s power is restricted by laws and the Constitution. Think: Government officials aren’t above the law. ⸻ Popular Sovereignty The people are the ultimate source of governmental power. Easy: People → government. ⸻ Republicanism People govern indirectly through elected representatives. ⸻ Social Contract The idea that people agree to give government some authority in exchange for protection and order. ⸻ Participatory Democracy Citizens are actively involved in government. Examples: * Voting * Protesting * Contacting representatives * Political campaigns * Community activism ⸻ Elite Democracy A relatively small group of influential individuals makes major political decisions. Think: Political power concentrated among elites. ⸻ Pluralist Democracy Different interest groups compete to influence government. Think: Many groups → competing interests → government responds Federalist No. 10 connects strongly to this concept. ⸻ 7. Legislature Structures Bicameral A legislature with two chambers. U.S. Congress: * House of Representatives * Senate Unicameral A legislature with one chamber. Easy: Bi = 2 Uni = 1 ⸻ 8. Plans for the Constitution Virginia Plan Wanted: * Strong national government * Three branches * Bicameral legislature * Representation based on population Favored larger states. ⸻ New Jersey Plan Wanted: * Stronger national government * Unicameral legislature * Equal representation for states Favored smaller states. ⸻ Great Compromise Solved the disagreement between the Virginia and New Jersey Plans. Created a bicameral Congress: House Representation based on population. Senate Each state gets 2 senators. Easy: House = population Senate = equal states ⸻ 9. Electoral College The system used to formally elect the president. Each state gets electoral votes based on its: * House representatives * 2 senators Total = House members + 2 senators Most states use a winner-take-all system for allocating electoral votes. Important: The president is not directly elected through one nationwide popular vote. ⸻ 10. Three-Fifths Compromise An agreement during the Constitutional Convention concerning how enslaved people would be counted for representation and taxation. For those purposes, enslaved people were counted as three-fifths of a person. This compromise was part of the Constitution’s original structure and reflected the institution of slavery. ⸻ 11. Separation of Powers Power is divided among three branches. Branch Main Function Legislative Makes laws Executive Enforces laws Judicial Interprets laws Think: Divide power. ⸻ 12. Checks and Balances Each branch can limit the power of the other branches. Examples: President → vetoes legislation Congress → overrides veto Senate → confirms presidential appointments Courts → judicial review Congress → can impeach federal officials Difference: Separation of powers = divide government power Checks and balances = branches limit each other ⸻ 13. Federalism Power is divided between: National government ↔ State governments This is different from separation of powers. Separation of powers: Between branches Federalism: Between levels of government ⸻ 14. Types of Federalism Layer Cake Federalism Also called dual federalism. Federal and state governments have separate areas of responsibility. Think: 🟫 National 🟨 State Separate layers. ⸻ Marble Cake Federalism Also called cooperative federalism. Federal and state governments work together and share responsibilities. Think: Swirled together. ⸻ 15. Preemption When federal law takes priority over conflicting state law. Connected to the Supremacy Clause. Think: Federal law can “preempt” state law. ⸻ 16. Types of Powers Exclusive Powers Powers belonging only to one level of government. Example: * Coining money → federal government ⸻ Delegated Powers Powers given to the federal government by the Constitution. Also called enumerated powers when specifically listed. Examples: * Declare war * Coin money * Regulate interstate commerce ⸻ Reserved Powers Powers reserved for states. Connected to the 10th Amendment. Examples: * Education * Local governments * Many licensing rules ⸻ Concurrent Powers Powers shared by federal and state governments. Examples: * Taxation * Courts * Law enforcement Memorize: Delegated → Federal Reserved → States Concurrent → Both ⸻ Implied Powers Powers that aren’t specifically written but are reasonably connected to Congress’s enumerated powers. Source: Necessary and Proper Clause. McCulloch v. Maryland = huge connection. ⸻ Inherent Powers Powers the national government is understood to possess because it is a sovereign nation. Example: * Conducting foreign relations ⸻ 17. Fiscal Federalism The use of federal money to influence state and local governments. Basically: Federal government → money → states/local governments ⸻ 18. Revenue Sharing The federal government gives states/local governments money with few restrictions on how it can be spent. States have significant flexibility. ⸻ 19. Incentives The federal government encourages states to do something by offering benefits, usually money. Example: Federal government: “Do X, and we’ll give you funding.” ⸻ 20. Categorical Grants Federal money given to states/local governments for a specific purpose. Very specific. Example: Federal government provides money specifically for a school nutrition program. Think: Categorical = category ⸻ 21. Block Grants Federal money given to states for a broad purpose, giving states more flexibility. Example: Money for healthcare rather than one extremely specific program. Difference: Categorical = specific Block = broad/flexible ⸻ 22. Mandates Requirements imposed by the federal government on state/local governments. Think: Federal government → “You MUST do this.” Some mandates come with funding; others may be unfunded mandates, meaning governments must comply without receiving enough federal money to cover the costs. ⸻ 23. Devolution The process of transferring power/responsibility from the federal government → state governments. Cranial Nerves Overview Twelve pairs of nerves originating from the brain; numbered I–XII using Roman numerals. Origin of Cranial Nerves First two pairs (I–II) arise from forebrain; remaining pairs (III–XII) arise from brainstem. Function of Cranial Nerves Primarily serve head and neck structures; one exception (vagus nerve) extends into thoracic and abdominal cavities. Cranial Nerve Numbering Begin anteriorly and move posteriorly along the inferior surface of the brain. Cranial Nerve Naming Names reflect location, innervation, or function. Mnemonic for Cranial Nerve Names Olfactory, Optic, Oculomotor, Trochlear, Trigeminal, Abducens, Facial, Vestibulocochlear, Glossopharyngeal, Vagus, Accessory, Hypoglossal. CN I: Olfactory Nerve Sensory; responsible for sense of smell; passes through cribriform plate of ethmoid bone. CN II: Optic Nerve Sensory; responsible for vision; exits through optic canal (optic foramen). CN III: Oculomotor Nerve Motor; controls most eye movements and pupil constriction; exits through superior orbital fissure. Oculomotor Somatic Function Controls superior rectus, inferior rectus, medial rectus, and inferior oblique eye muscles. Oculomotor Autonomic Function Controls sphincter pupillae muscle for pupil constriction. CN IV: Trochlear Nerve Motor; controls superior oblique muscle of the eye; exits through superior orbital fissure. Trochlear Function Allows eye to move inferolaterally (downward and outward). CN V: Trigeminal Nerve Both sensory and motor; major sensory nerve of the face with three divisions (V1, V2, V3). Trigeminal Divisions V1 Ophthalmic (superior orbital fissure), V2 Maxillary (foramen rotundum), V3 Mandibular (foramen ovale). Trigeminal Function Sensory input from face, scalp, teeth, and anterior tongue; motor control of muscles of mastication. CN VI: Abducens Nerve Motor; controls lateral rectus muscle of the eye for lateral movement; exits through superior orbital fissure. Eye Movement Coordination Controlled by oculomotor (III), trochlear (IV), and abducens (VI) nerves. Abducens Palsy Results in inability to move eye laterally (damage to lateral rectus muscle). Trochlear Palsy Causes weakness in downward eye movement; patient may tilt head to compensate. Oculomotor Palsy Causes drooping eyelid (ptosis), dilated pupil, and inability to move eye upward, downward, or inward. CN VII: Facial Nerve Both sensory and motor; innervates muscles of facial expression and taste from anterior two-thirds of tongue. Branches of Facial Nerve Five branches: Temporal, Zygomatic, Buccal, Mandibular, and Cervical. Facial Nerve Function Motor control of facial muscles, secretion from salivary and lacrimal glands, and taste sensation. CN VIII: Vestibulocochlear Nerve Sensory; responsible for equilibrium (vestibular branch) and hearing (cochlear branch). Vestibulocochlear Function Transmits sound and balance information from inner ear to brain. CN IX: Glossopharyngeal Nerve Both sensory and motor; innervates pharynx and posterior tongue. Glossopharyngeal Functions Controls swallowing, taste on posterior one-third of tongue, and salivary gland secretion. CN X: Vagus Nerve Both sensory and motor; only cranial nerve extending beyond head and neck into thorax and abdomen. Vagus Nerve Function Regulates heart rate, breathing, digestive activity, and contributes to swallowing and voice production. Vagus Sensory Component Provides visceral sensation and taste from epiglottis and pharynx. CN XI: Accessory Nerve Motor; controls muscles of the larynx, pharynx, and neck; assists in head and shoulder movement. Accessory Nerve Function Innervates sternocleidomastoid and trapezius muscles for head rotation and shoulder elevation. CN XII: Hypoglossal Nerve Motor; controls tongue movements for chewing, swallowing, and speech. Hypoglossal Function Allows food mixing, manipulation, and articulation during speech. Cranial Nerve Functional Summary Sensory: I, II, VIII. Motor: III, IV, VI, XI, XII. Both: V, VII, IX, X.
