To remove restrictive regulations that admittedly hindered US industry, but often protected workers. He wanted to privatise publicly owned businesses which was not in the best interests of workers

Why did the PATCO strike of 1981 occur?

Gvmt was unwilling to allow air traffic controllers to be paid more for working less hours. Gvmt concerned that strikes would impact economy and holidays.Strike against 1955 Act prevented gvmt workers from striking

Those who did not strike were augmented by supervisors and military air traffic controllers to keep air traffic moving ad a training programme for new controllers was sped up. Recruited new controllers. NLRB appointments favour employers

turning point as it redefined industrial relations and this was reflected in the decline in strikes and union membership that followed and in willingness of employers to use ‘scab labour’ (term used for workers who refused to join a strike)
