Prevention
is really about avoiding disease before it starts. It has been defined as the plans for, and the measures taken, to prevent the onset of a disease or other health problem before the occurrence of the undesirable health event.
Primary Prevention
Seeks to prevent a disease or condition at a prepathologic state; to stop something from ever happening. Those preventive measures that prevent the onset of illness or injury before the disease process begins.
Secondary Prevention
Seeks to identify specific illnesses or conditions at an early stage with prompt intervention to prevent or limit disability; to prevent catastrophic effects that could occur if proper attention and treatment are not provided

includes those preventive measures aimed at rehabilitation following significant illness. At this level health educator work to retrain, re-educate and rehabilitate the individual who has already had an impairment or disability
