* Justices of the Peace- chose men of lower nobility and gentry to ensure loyalty

Parliament

* Only met 7 times in his reign
* Sessions were brief- he avoided war and rarely asked for taxes
* Acts of Attainder were done mainly at the start or end of his reign
* Council of the Law now acted as a law court instead
