In order to get Anti-Federalists to support the Constitution at the ratifying conventions, Federalists agreed to add a Bill of Rights to the Constitution
Necessary and Proper Clause
Constitutional clause that gives Congress the power to make all laws "necessary and proper" for carrying out its powers. This clause has allowed Congress (and the national government) to expand its power. Sometimes called the Elastic Clause
