Good afternoon. My name is Harper Lynn, though some people know me as Big Sister General.

I’ve spent my life in public service, first as a history teacher, then as an immigration attorney, and now as a councilmember. Through it all, the mission has stayed the same: serve others. I first learned that at home, helping raise my three younger sisters. And now I'm here, taking on the community.

How long have you been on the city council?

I’ve been serving for the city of redwood crossing since 2023. Truthfully this role feels natural to me. Throughout life’s challenges, my sense of responsibility never went away, it just grew into public service.

Why did you run for council?

I ran because I believe the government has a duty to protect the most vulnerable. I wasn’t here to make friends, I was here to make change….

How are you involved in today’s case?

I’m here because law enforcement believes I may be connected to Kody’s death. Yes me and Kody had our political disagreements but, I assure you I had nothing to do with this TRAGEDY WHATSOEVER.

Frame 2- Council Meetings

When did you first meet Kody?

Me and Kody go way back to high school, bittersweet to think about now….and while we disagreed on many things, I made sure to treat him with professionalism and respect, as I do all council members! (Lean in, quicken pace of last sentence)

What were these disagreements about?

(Pause)

To be honest, Kody would oppose the reforms I proposed, particularly those aimed at transparency and public trust. One of our many disagreements was my ethics reform proposal!

When did this disagreement happen?

It was during a city council meeting in June of 2024. (REMEMBER DATE!!!! HEATED ARGUEMENT)

What happened over the course of this meeting?

This is were we had one of our sharpest disagreements. Kody kept obstructing my ethics reform requiring financial disclosure of major financial interests…..(shake head) Emotions ran high and I ended up calling him the rot of the city. (Firme and nonchalant about it)

Why did you call him the rot of the city?

(Pause)

It came from frustration! Not malice…..I am deeply passionate about ethics and I felt those values were being undermined!!!!!! (Be really frustrated because you really care)

Frame 3- Investigation! (police approach, laptop searches, burner phone, transaction, Victor Sloan)

When did you first learn about this case?

(Pause)

Well it was when the police approached me on Feb 5th, two days after Kody’s passing……

What happened when the police approached you?

(Pause)

They approached me regarding my relationship with Kody and asked me about a burner phone along with some searches made on my laptop!

What’s your connection to this phone?

(Pause)

Well, that phone was used during my campaign which was more than two years ago! After the campaign had ended, I no longer tracked or used it.

What about the searches? (Laptop searches)

The officers asked me about some searches made on a city-issued laptop that I didn’t even make (use body, face)

My office was accessible to my lovely interns and staff (soften up) and the laptop was not restricted to me alone.

How do you know Victor?

(Pause)

Well, truthfully speaking I did not know Victor personally which is why I had no Idea he had a criminal record to begin with! I am only acquainted with him through the meeting we had!

What was this meeting about?

(Pause)

The meeting on the 27th was strictly about zoning permits for a halfway house project! You know big sister general…always looking out for her community…It’s what I LOVE!

What else happened that day?

(Pause)

That same day, someone must’ve hacked me SURELY as 10 thousand dollars had been transferred from my personal bank account to a company called Heaven Consulting LLC without my authorization! (Be angry)

Where were you when this happened?

(Pause)

I was at a city hall meeting at 8:13 pm, the exact time this fraudulent transaction happened….(BE LOUD, BE ANGRY)

What did you do after finding out about this transfer?

(Pause)

The next morning, I immediately filed a fraud claim. That money didn’t just fall out of a coconut tre, it represented years of hard work and public service. I wasn’t going to ignore a crime or allow it to go unreported so I took action right away!!!!

What did the bank’s investigation find?

(Pause)

The bank investigated my report and claimed that there was no conclusive evidence of any unauthorized access. My bank couldn’t detect the hackers activity.

What security measures do you have on your account?

(Pause)

I have a 2 step authentication enabled, so I’m supposed to receive a message on the phone to vertify my identity with the bank. (Sigh) On this particular transfer, I did not receive such a message. The transfer went through and I couldn’t stop it. (Sound actually sad)

Did you hear from the police again?

(Pause)

Until I was arrested, I didn’t hear back from them. (Sigh) Look, I understand that they are trying tp piece this together but, nobody really knows our story like we do.

What do you mean?

(Pause)

Sure, me and Kody had many political disagreements but, I wanted him out of office….Not gone forever! What they are saying about me dosen’t match who I am. I’ve spent my career building institutions, not tearing people down.
