Level 1: The one in charge to public to inform the public
Level 2: Public speaks their concern to the one in charge for feedback on analysis/alternatives/other decisions (gathering info)
Level 3: lecture and audience exchange and discuss about information, ideas and concerns to one another (Discussing)
Level4: Facilitates discussions and agreements between and engaging public parties to identify common ground for action and solutions. (engage)
Level 5:Creating governance structures to delegate and partner together for decision-making and/or work directly with the public (partner)
