Learned how to manufacture and use gunpowder weapons
Maintained government staffed by military subordinates, independent militaries, judiciaries, schools, foreign relations, etc.

Encouraged daimyo to spend money on lavish residences instead of military power
Subjected marriage alliances to bakufu approval
