We must punish which is retribution, reform which is rehabilitation, and we must secure, which is to protect the public

Conflicting goals in corrections

Not conflicting: Secure (protect the public)

Conflicting: Punish and reform

Why do we punish? To not punish is to condone criminal behavior

Why do we reform? So they can be made fit for non-criminal lives in the community

How do we keep them secure? Put them in an isolated and a personal machine with a fixed autocratic routine

Forcing them into idleness-freezing individual initiative- needed for reintegration

Produces bitterness and a sense of self defeat in the inmates. Making it impossible to provide programs necessary for non-criminal behavior

The dilemma of goal-conflict is inmate jobs

Counter productive for two reasons: Jobs are: Mopping the floors, working in kitchen, and doing laundry

  1. In order to spread the few jobs out to the many inmates, supervisors deliberately slow production (Bad work ethic)

  2. Not centered on real world work, education, or vocation programs. Serving institution needs and not inmates.
