Risk
is defined as the measure of the expected losses due to a hazardous event occurring in a given area over a specific period of time.
RISK = HAZARD x VULNERABILITY/CAPACITY
risk equation
Risk Assessment
is an important aspect of disaster planning. It identifies what natural or manmade phenomenon the individual, community or country is at risk for.
Natural
results from an environmental disturbance or peril that surpassed the coping capacity of the affected community (Veenema, 2013). Eg. Volcanic Eruption, Typhoons, Tsunamis, Tornados, Floods and other hydro-meteorological and geologic occurrences.
Man-Made
are cause by errors of man, either intentional or accidental.
Eg. Oil spills, Armed conflict, Nuclear Explosions, Vehicular Accidents and Terrorist bombings etc.
Republic Act No. 10121
transforms the Philippines’ disaster management system towards Disaster Risk Reduction (DRR).
Its purpose is to reduce the risk brought by any calamities or hazards which put ones’ lives in danger and loss of many properties.
Hazard
a situation, condition or items that may predispose an individual, group, or community to danger thereby increasing the likelihood that a disaster can occur (Veneema, 2013). These hazards can be a consequence of a natural phenomenon or man-made threat. In some cases, uncontrolled human activity may be the reason for such.
The word originated from the Old French word "hasard" and Arabic term "az- zarhr" meaning luck or chance.
Hydrometeorological Hazards
typhoons, tornado, floods, hailstorm, drought, landslide, heat wave, cold wave, sea erosion, avalanche, cloudburst, blizzards, lightning
Geological Hazards
earthquake, tsunami, volcanic eruption, dam burst, mine, fire, landslide
Biological Hazards
disease, epidemics, pest attack, food poisoning, weapons of mass destruction
Environmental Hazards
pollution, deforestation, desertification, pest infection
Chemical Hazards
oil spills, fires, nuclear meltdown, terrorist bombing
Accident Related
vehicular accidents, airplane crash, forest fires, building collape, terrorist bombing
Exposure
the presence that makes the disaster a possibility. It measures the likelihood of a individual, target group, edifice, populace or the whole state to experience a disaster and its effects.
Vulnerability
The possibility or susceptibility to acquire the consequences of disasters. It is a measure of how an object, individual, groups or a whole country to meet the consequences of a hazard. (Coppola, 2015)
Physical Vulnerability
pertains to the physical profile of a subject
Social Vulnerability
relates to inability of an individual or even group of people to withstand or tolerate the impact/s of disaster in relation to their inherent characteristics
Economic Vulnerability
this type of vulnerability will be determined by individuals, communities and the nations’ economics stability through financial sustainability
Environmental Vulnerability
refers to the judicious use and protection of natural resources
