What is the legal basis for Disaster Risk Reduction Management in the Philippines?
Republic Act 10121, also known as the Philippine Disaster Risk Reduction and Management Act of 2010.
What are the four thematic areas of disaster management?
Prevention and mitigation, disaster preparedness, disaster response, and disaster recovery and rehabilitation.
What does Section 14 of RA 10121 mandate?
Integration of Disaster Risk Reduction Education into the School Curricula and Sangguniang Kabataan (SK) Program and Mandatory Training for the Public Sector Employees.
What is a disaster?
A serious disruption of the functioning of a community or a society involving widespread human, material, economic or environmental losses and impacts.
What is a hazard?
A dangerous phenomenon, substance, human activity or condition that may cause loss of life, injury or other health impacts, property damage, loss of livelihood and services, social and economic disruption, or environmental damage.
What is vulnerability?
The characteristics and circumstances of a community, system or asset that make it susceptible to the damaging effects of a hazard.
What is capacity?
A combination of all strengths and resources available within a community, society or organization that can reduce the level of risk, or effects of a disaster.
What is exposure?
The degree to which the elements at risk are likely to experience hazard events of different magnitudes.
What is disaster risk?
The potential disaster losses in lives, health status, livelihood, assets and services, which could occur to a particular community or a society over some specified future time period.
What is disaster prevention?
The outright avoidance of adverse impacts of hazards and related disasters.
What is disaster mitigation?
The lessening or limitation of the adverse impacts of hazards and related disasters
What is disaster preparedness?
The knowledge and capacities developed to effectively anticipate respond to recover from the impacts likely imminent or current hazard events or conditions
What factors should you consider for disaster preparedness?
Awareness, Knowledge, Skills, Equipment, and Survival Kit.
What is a survival kit?
A package of basic tools and supplies prepared as an aid to survival during an emergency and crisis situation.
What is disaster response?
The provision of emergency services and public assistance during or immediately after a disaster in order to save lives, reduce health impacts, ensure public safety and meet the basic subsistence needs of the people affected.
What is evacuation?
When people are removed or asking to leave a dangerous place and proceed to a designated safe site or area.
What is an evacuation area?
It is a predetermined area/site that is safe to cater evacuees during emergency situation.
What is total evacuation?
Conducted when conditions are safer outside the establishment/building. All staff and guest are required to leave the area immediately
What is partial evacuation?
Only the staff and guest of the affected zone are required to leave the area immediately.
What is reverse evacuation?
If the conditions are safer inside an establishment/building rather than outside, all staff and guest from outside the building are required to proceed to the safe areas inside.
What is shelter-in-place for severe weather?
Staff and guest are held in the building’s safe areas and interior room away from windows.
What is shelter-in-place for hazardous material release?
Staff and guest are required to remain in their room, where in the windows and doors are sealed and all ventilation systems are shut off. Limited movement is allowed.
What is recovery?
Decisions and actions taken after a disaster with a view to restoring or improving the pre-disaster living conditions of the stricken community.
What is rehabilitation?
Measures that ensure the ability of affected communities/areas to restore their normal level of functioning by rebuilding livelihood and damaged infrastructures and increasing the communities' organizational capacity.
Hazard
Something that can cause harm.
Risk
It is the chance, low or high that any hazard will actually cause somebody harm
