One branch of government

There was no president or courts, so congress had complete say over laws and disputes

Amendment ratification

All 13 states had to agree

Can’t raise a national army

Led to Shays’s rebellion:

• farmers were in debt after the war because they left to fight, but were still demanded to pay taxes

• They raised a militia to rebel

• Led to reflection and change, leading to the constitution

Money and trade

• can’t raise taxes (bad for debt)

• No national currency

• Can’t raise a national army

State voting

Only one vote per state, making it difficult to represent the entire population
