Based on maintaining lines of communication within the Red army, breaking the supply lines to W army groups+preventing W army groups from co-ordinating their activity

Tactic of controlling and maintaining the railways, especially in the areas around Petrograd and Moscow

For links between the Red army forces to be secured, to ensure the defence of R’s 2 most important centres of industrial production and where the Bs first consolidated their power

Go on the offensive and pushed the W forces to the frontlines

It would’ve been difficult to impose strict wartime measures (War Communism and militarisation of labour) both of which were needed for victory
